EMERGENCY SHELTER RULES
INITIAL ENTRY IS THROUGH NEW BERN POLICE
DEPARTMENT. POLICE SHOULD ALWAYS CALL SHELTER BEFORE ARRIVING. THIS
SHELTER IS FOR SHORT TERM STAYS ONLY.
1.
Within 4 days of admittance each guest will meet with a social worker and
establish a plan for
housing,
employment, and, if necessary, treatment.
- Within
4 days of admittance each quest will be screened by Neuse Center for
evaluation.
- Within 4 days of admittance each
guest is to register with Employment Security Commission and temporary
employment agencies.
- All guest will enter/leave by the
front door. If the door is locked, the supervisor is the only person
authorized to open it.
- Doors are locked at 10:00 P.M. and
will not be opened for anyone except the New Bern, Police department or
guests working evening jobs.
- The phone is to be used for
business purposes only and calls will be limited to 5 minutes. No phone
calls after 100:00 PM.
- Guests are expected to be in the
shelter at 6:30 PM. AA, NA IOP and employment are the only exceptions.
(Failure to comply may result in immediate termination)
- Guests may not stay elsewhere while
a resident of the shelter unless they agree to sign a waiver-right for
their bed. Waiver-rights are for emergency situations only.
- Guests are to change clothing in
the bathroom, with the door closed, and are expected to wear appropriate
street attire, even while sleeping.
- No loitering at or around the
shelter. No friends of guests will be admitted for visits.
- Guests are required to take a
shower in the evening.
- Guests will be expected to help
clean the shelter and clean-up after themselves.
- No washing or drying clothes after
10:00PM.
- No eating after 8:00 PM unless you
have been at work..
- Parents must accompany minors at
all times.
- Belongings left at the shelter
after the guest leaves will be disposed of it not claimed within five
days.
THE FOLLOWING RULES WILL
RESULT IN IMMEDIATE DISMISSAL
- No sexual activity or socializing between guests.
Men are not allowed in women’s area for any reason. Women are not
allowed in men’s area after 8:00 PM.
- No possession of or use of alcohol or illegal
drugs.
- No intimidation of fellow guests, supervisors or
volunteers.
- No weapons of any kind.
- No foul or abusive language
- No fighting or arguing among the guests.
DISCIPLINARY ACTIONS:
First infraction- guests must leave for one evening; second infraction-
guest must leave for three evenings; third infraction- guest must leave
permanently and will be put on a “Do No Admit” list.
Upon termination from the
shelter guests are not allowed back on the shelter premises for any
reason, except to pick up belongings.
Upon termination from the
shelter guests have the right to request a hearing before the appointed
Shelter Committee if he/she feels his/her rights have been violated.

of the RCS emergency Shelter as stated above.
